Dr. Gray received his B.A. in History at Hanover College, an M.A. in Economics from Indiana University-Indianapolis, and his Ph.D. in Public Policy from the University of Arkansas. His research interests include K-12 education policy/reform and he has published articles concerning school finance and school choice policies. He has co-authored two reports on school voucher programs. The first report evaluated the publicly funded Milwaukee voucher program, and the second report involved an evaluation of the privately funded voucher program in the Edgewood School District of San Antonio, TX.
